Critical Lehigh Release Meeting Wed. Jan. 21

The USACE has scheduled a public meeting to announce their plan for recreational releases (for fishing and boating) for the 2009 season. The meeting will be Wednesday, January 21, 7 PM, at the Mountain Laurel Resort, White Haven, PA.
While the 2009 plan is set, this year’s winter and fall meetings will be unique.   The angling interested organizations, like the Lehigh Coldwater Fishery Alliance, have recruited Trout Unlimited to further their agenda, and now they have much more funding and sophistication to do so. They want to modify or seriously curtail the whitewater release program to develop what they perceive to be a true cold water fishery. It is expected they will appear in numbers and present as an impressive, organized stakeholder. We must do the same. Paddlers from clubs who enjoy the Lehigh should show up in large numbers to properly represent the thousands of boaters and rafters who benefit from the Lehigh releases each year. The fishing interests are counting on us not showing up in any significant number as has happened in recent years. We must demonstrate our importance as a stakeholder too.
 
There's really no input needed at this point, so we needn't show up ready to argue our case.  It's just more to be there in numbers, and to hobnob after the meeting with the agency people to demonstrate our serious interest in what they're doing.  The next public input meeting will be next fall, as a wrap-up to the 2009 season and to get ideas from everyone as to what changes should be considered for 2010.  That's the meeting when there may be serious pressure from anglers to curtail the whitewater releases in favor of "fishery enhancement" flows ... that idea of having a steady 300-400 cfs all year that eliminates whitewater boating and extends fish-friendly cold water downstream as far and as long as possible.

Please!  Everyone in our club should seriously consider going to this meeting!

Stopping or crippling the whitewater releases on the Lehigh would effectively ruin almost all of the local paddling opportunities for beginner / intermediate whitewater paddlers.  We can't let that happen!

I hope to make it up to this meeting...work permitting.

It is important that paddlers provide comment and feedback regarding the 2008 releases.  The USACE may make some final adjustments on the 2009 plan after hearing and reading comments presented at this meeting.

Army Corps to present Walter Dam 2009 flow plan at Jan. 21 public workshop

Philadelphia (Jan. 13, 2009):  The U.S. Army Corps of Engineers, in partnership with the Pennsylvania Fish and Boat Commission, the Pennsylvania Department of Conservation and Natural Resources and the Delaware River Basin Commission, has scheduled an open public workshop to announce the 2009 Francis E. Walter Dam Flow Management Plan and discuss its implementation.

The workshop will take place Jan. 21, 2009 at the Mountain Laurel Resort, Route 940 West, White Haven, Pa., from 7 p.m. to 9 p.m., and will be facilitated by the Wildlands Conservancy.

Workshop Agenda:

> 6:30 p.m. - Networking session for the public and agency personnel.

> 7:00 p.m. - Presentation by the Corps and its partners addressing the implementation and results of the 2005 through 2008 Flow Management Plans, and discussion of the 2009 plan. 

> 8:00 p.m. - Question and answer period. The public is invited to address their concerns about flow management and recreation along the Lehigh River. Comments or questions will be limited to 3 minutes to provide an  opportunity for all who want to speak to do so. Additionally, the public is encouraged to provide  their comments in writing so they can be incorporated into current and future flow management plans. 

> 8:30 p.m. - The Corps and its partners will form small breakout groups to discuss the new plan and address other recreational concerns individually.

> 9:00 p.m. - Workshop ends.

Public interest is at the heart of the current and future flow management plans; therefore public needs will influence future decisions. The Corps and its partners will continue to encourage the public to participate in the process and provide us written comments throughout the year by mail or email.

I was planning on going.  If you want to ride together let me know.  I can either pick you up at your house or you can come to my house and we can leave from there.  I have to work but can get out early.  Let me know which you prefer.  If anyone else would like to go, let me know.

Just wanted to put in a post-event comment:

I want to thank everyone who came with us!  Word on the street is that this was the first time EVER that there were as many kayakers as there were fishermen.  More than you might imagine, that does get noticed by the people who matter.  It was a good event, and our presence helps support our cause; continued high quality releases on the Lehigh, which are integral to the growth of the kayaking in our area.

FEW Dam Meeting
If you weren't at the meeting on January 21 at the Laurel Mountain Resort, you must of been paddling somewhere. What a turn out of all stake holders! John Schneller would have been proud! George Sauls, from the Philadelphia District of US Army Corps of Engineers presented the 2009 flow plan. Afterwards everyone was encouraged to talk to the various stake holder groups represented there. It was a great opportunity to meet all those who have an interest in perserving the Lehigh River. The 2009 plan will be evaluated at another meeting in October 2009. Stay tuned for further developments.Please remember to write a letter of support to the Army Corps, through their website, and direct your email letter to Ed Voigt.  All folks paddling the Lehigh River should stay involved in the dialogue.

 

I want to echo Tom's observations and add that we at the WTC are now among the leading clubs in this effort and we should be proud that we are a known entity.  Our decision to not teach on the Upper last year was noticed by the Park Service and USACE, and appreciated.
